Interesting point. I think he's one of Joker's thugs. Probably of a different class like the knife-wielding high-security henchmen in AA. Or it's just a screencap to show the diversity of thugs.

Another question for Arkham City, not one that's needed to be answered, but where are all the female crooks? It's impossible that the only convicted females are Catwoman, Harley Quinn and Poison Ivy. Does this deserve a thread?

Actually, there aren't so many female vilains. I only know those and Lady Shiva. Plus, no female thugs have been seen either. Maybe Mr.Freeze has female thugs and counter for them is the same as Harleys in the demo.

My question is about Bat-Devil, Bat-Bane and Bat-Cop. Maybe they could appear? Maybe in a Scarecrow nightmare if Scarecrow appears?

It is confirmed that the playable characters in story mode are Batman and Catwoman. In challenges we have Batman, Catwoman and Robin. No word on the Joker but who knows what the future has in store for us
