There is a possibility of him being in the game because Talia is in it, but it's more than likely that he will be in the third game.

I may have looked like a shockwave but it wasn't. The people fell back because they were surprised.

It's already confirmed that it's not a shockwave, just people falling over in fear/surprise.

Interesting point. I think he's one of Joker's thugs. Probably of a different class like the knife-wielding high-security henchmen in AA. Or it's just a screencap to show the diversity of thugs.

Another question for Arkham City, not one that's needed to be answered, but where are all the female crooks? It's impossible that the only convicted females are Catwoman, Harley Quinn and Poison Ivy. Does this deserve a thread?

They've probably all been tossed in some deep dark pit too deep to see the bottom. It's no secret that female prisons are far more violent than male prisons and when the males are this mean, you don't wanna see the women!
