I just want a confirmation from SarahMay about the "Scarecrow Thugs". I don't remember her ever commenting on them, saying they were 100% a glitch.

I ask for this confirmation, because, really, why wouldn't it have been patched yet?

No, he didn't. If you remember, not long after Croc drags Crane under we hear him shout in pain. Later (in one of the three endings) we see Crane's hand pop out of the water surrounding Gotham City. There are many hints to him going into hiding in Arkham City. One hint is that his gear can be found near the Steel Mill.
