    ManBat, because he have a boss battle like Mr. Freeze's and he seems really scary and Batman would be scared to death by him and he could work with scarecrow for being so scary, but he probably won't appear because he wasn't introduced into the Arkham Universe.

    I Would Love To See Black Mask Have More Of An Active Role In The Next Game. If Not Him, It Would Have To Be Azarel. (I know He's not Villain!)
