That's cause he's ventriloquist, not Scarface. And Almost every villain is a main villain in their own comic if you know what I mean. DC is just showing their awesome powers and that they can be a large threat to Gotham and Batman.

With people like Scarecrow, Two-Face, Bane, and Hush running around, I don't see how Scarface would be able to take a leading role in the third game, if there is going to be one.

Bane's had his turn, he's just a big dumb thug, that I really don't want in Arkham 3. And like I said, Ventriloquist and Scarface are villains that can take a role like Penguin had in AC.

And bigger roles for The riddler (not with the trophies something more in the main story), Killer Croc, Azrael, Hush, and some others. And of course Harley will be in the next game.
