1. Will the dlc have it's own icon in the menu, or will you have to go to a certain place in Arkham City to start it?
2. If it has an icon, will the mission(s) for the dlc be replayable, like Catwoman's dlc missions?

I think the PC release date is still to be announced.

However, unlike the GOTY edition of the game, the DLC should be released simultaneously worldwide.

My only question is if Harley will be playable in the Challenge Maps? I understand someone asked if it was purely campaign with no new maps added, but can she still be playable within the maps that are already in the game?

No, only Batman and Robin will be playable in the DLC and Robin in the DLC story only.

I still don't get why people want a playable Harley. All she's done in terms of fighting is the cartwheel kick. And that doesn't even work. Harley isn't even a character who knows how to fight.

I don't think Harley will be playable, it's just that she'll be the main villian in the campaign

will there be an discount for the DLC on PC? This would be great as a kind of compensation for the save game problem, which didn't get fixed for month…

Not everyone experienced the save game problem, so not likely.

If there is any sort of discount at all, it probably won't be for that reason.
