He's talkin' bot when Jason took the role as Batman and Nightwing. He means have them as an alternate skin.

Do you really think Rocksteady thought about Jason Todd? I doubt it only because he is far to big of a character to be a DLC. You could build a grand story around him. Jason is Batman's biggest failure. It would be better to have a story revolving around that theme then a DLC. Also it would suck having him as a playable character. Jason uses guns.

Yes I believe they did take him in to consideration. Though a whole game about him wouldn't be good. IMO hes not that great of character to get his own game. Its better Rocksteady focuses on making original stories. Red hood would probably fit better for a side plot. Also I never mentioned he should be playable. His character doesnt seem as dynamic as Batman when it comes to gameplay

You know, Inc, he would actually be suitable villain for Nightwing to oppose...just like in "Battle for the Cowl."

Not counting the Clayfaces, Jason Todd is the one character in the Batman mythology that has the most problems when it comes to identity. He's the second Robin, and wasn't as good as the first one, and after he came back to life he's gone through a bunch of identities that weren't really his. He's tried to become Red Hood, Nightwing, Red Robin, and Batman at various points in the comics. His Batman outfit has been his coolest:
