Glad to hear other people having similar results to me. Like I said this seems to be down to a throttling issue, which looks to be down to a simple lack of proper testing. I'm a developer so have a good knowledge of what simple mistakes can cause alot of game related issues. Im currently looking into a way of tricking the system into running properly in fullscreen. Like I said the first time I ran arkham city in DX11 it ran very smoothly and only after rebooting the computer did I get the issues, so currently trying to recreate what I had open in the background to see if I can get it working again.
For reference: I'm running on a GTX480 in Win7 x64 12gb of Ram, and the latest nvidia and direct x drivers. I have everything on max accept for AA which is on the lowest setting.
I used your idea to start the game in windowed mode then toggle it back to full screen and it worked. Logged into Windows Live and everything. I can play in 3D again, and thus have not wasted my 40 bucks for the Nvidia 3D license! Thanks for your help and good luck to you in finding a fix for this. Hopefully Rocksteady will get there first as it would be a sign that they care.

I see the same results ,my fps more than doubles after I go to windowed mode then go back to full screen. Dx11 playback is still a bit choppy, but not unplayable as it was before. This is a good start! Too bad the fans are having to find and fix this stuff while the devs work on DLC. (At this point, I'm feeling all DLC should be free to pc players.)
Sorry guys, I just tried the windowed mode thing and there is absolute zero improvement in both DX9 and DX11 modes. I think the reason you're seeing a performance difference is because you're running windowed mode in a lower resolution than full screen. Also, I guarantee you are NOT seeing any improvement in GPU performance when you switch to full-screen, as that's simply a placebo effect. GPU usage is completely unrelated to performance.
There is no way that this isn't improving performance! I see it with my own eyes, This doesn't work for me in Dx9 since the GPU usage is running at 99-100% without doing this trick but once I'm using DX11 I start to see only 60% GPU usage. If I stand still in the game and then do the windowed mode trick I immediately see my GPU usage go up and my fps go up by like 10-15! For me I can switch back to fullscreen and the performance stays the same as it was in windowed mode, which is great! This might not work for all configurations/hardware but for me and others it works 100% and makes DX11 smooth

It increased the fps however it turned my game to wide screen after I windowed it & then back to full screen. Any thoughts ? Did your screen changed to wide as well ?
Edit : Changing priority of Batman to Realtime has greatly increased my fps. You may try doing that thing.

So I give this a try, and like others have reported when going back to full screen the resolution was decreased. Maybe the resolution is decreased for everybody who has tried this so far, but some people may not have noticed the change?
In other words... frame rates are up because resolution is down....
Can anyone verify that the resolution reported by their monitor remains unchanged, and yet frame rates are up?
