There is a strong possibility but considering how this is an origin story and that Batman is seeing these assassins for the first time, I don't its the last time he will see them.

Of course they will return, every game has stories of particular events and places to look into. The stories make the game more immerse when you know about every part of Gotham and its history....

So far in every official announcement there is not a single mentioned o GFWL. No PC game box cover displays GFWL. So no there is going to be NO gfwl. :)
